Driving Licences in Ireland

If you have a foreign driving licence, you may be able to exchange it for an Irish one without a test. The rules depend on where your licence was issued.

Key takeaway

If you have a foreign driving licence, you may be able to exchange it for an Irish one without a test. The rules depend on where your licence was issued.

Key things to know

  • EU/EEA licence holders can exchange their licence directly — no test required.
  • Holders of licences from certain countries (UK, USA, Australia, South Africa, and others) can also exchange without a test.
  • All other licence holders must pass an Irish theory test, apply for a learner permit, and then pass a driving test.
  • You must exchange or apply within 12 months of becoming resident in Ireland.
  • Applications are made at the National Driver Licence Service (NDLS) — book an appointment at ndls.ie.

EU/EEA Licence Holders

If your licence was issued in an EU or EEA country, you can exchange it for an Irish driving licence at any point while it is valid. You do not need to sit a theory test or driving test. Bring your current licence, proof of Irish address, a passport photo, and the application fee to an NDLS centre.

Note: if your EU licence has expired, different rules may apply — contact the NDLS for guidance.

Recognised Countries — Exchange Without a Test

Ireland has bilateral agreements with a number of non-EEA countries. Licence holders from the following can exchange without sitting a test (the full list is on the RSA website — check before assuming your country qualifies):

  • United Kingdom (including Northern Ireland)
  • Australia
  • South Africa
  • Japan
  • South Korea
  • Isle of Man, Jersey, Guernsey
  • Gibraltar

If your country is on the recognised list, bring your current licence, proof of Irish address, a passport photo, and the fee to an NDLS centre.

All Other Countries — Full Process

If your licence is not from an EU/EEA country or a recognised country, you must go through the full Irish licensing process:

  1. Pass the Irish Driver Theory Test — book at theorytest.ie
  2. Apply for a Learner Permit at an NDLS centre
  3. Complete 12 Essential Driver Training (EDT) lessons with an approved driving instructor
  4. Pass the Driving Test — book at rsa.ie
  5. Apply for your full Irish licence at an NDLS centre

While on a learner permit, you must display L-plates and be accompanied by a full licence holder with 2+ years experience.

Driving on a Foreign Licence

If you are visiting Ireland for a short period, you can drive on your valid foreign licence. If you become resident in Ireland, you must exchange or apply for an Irish licence within 12 months.
